Across the Nila Vena region, the lack of accessible housing has become a chronic challenge—limiting the ability of individuals and families to live, work, and thrive in their home communities. The Nila Vena Sustainability Forum is responding through housing advocacy, not as a formal program, but as a coordinated regional effort to identify barriers, organize resources, and elevate the housing needs of Tribal communities.

What We’re Doing

While not yet a formalized program, NVSF’s housing advocacy work is focused on:

  • Improving access to existing housing opportunities, including better coordination with regional housing authorities and federal programs.
  • Identifying funding gaps and financing barriers that prevent Tribal members from accessing HUD 184 loans or private lending.
  • Supporting regional and community-level planning, including site mapping, easement and right-of-way documentation, and the development of comprehensive housing data.
  • Advocating for stronger performance and accountability from existing institutions that manage housing dollars in the region.
  • Exploring future solutions, including the potential for rural lending institutions or financial mechanisms that better serve non-urban Native communities.

This work emerged from conversations across the region, including recent comprehensive planning efforts at the borough level, where housing was identified as a top-three priority.

Why It Matters

In many Nila Vena communities, housing scarcity affects people across all income levels. Young families are forced to leave due to a lack of available homes. Teachers, healthcare workers, and other professionals struggle to find housing. Even those who qualify for housing support often face long delays, regulatory barriers, and limited transparency.

Furthermore, infrastructure challenges—such as limited road access, small power grids, and incomplete mapping—make new housing development particularly difficult in rural villages. These issues are compounded by bureaucratic systems that aren’t built with Tribal communities in mind.

Our Current Focus

  • Gathering data on housing shortages, legal and logistical obstacles, and funding gaps
  • Mapping sites and clarifying easements and right-of-way issues to prepare communities for future development
  • Engaging legal expertise to understand how regulations like NAHASDA and procurement policies can be navigated or clarified for Tribes
  • Strengthening relationships with housing authorities and policymakers
  • Identifying partners and potential funders for long-term solutions

This work is being led by a collaborative working group that includes community leaders from across the Nila Vena region and borough leadership. Rather than duplicate existing services, NVSF’s goal is to help communities access and benefit from what should already be available—and to create new pathways when current systems fall short.

Looking Ahead

As this work evolves, NVSF aims to strengthen delivery and accountability within existing housing programs, support Tribes in directly accessing housing funds when appropriate, and lay the groundwork for rural-friendly lending models that serve low-, medium-, and high-income residents alike. Over time, we also hope to provide a clear and adaptable model that other regions can use to address similar housing challenges.
